I'd say its not a mod, because the shots are not consistent.

I know how he did it! His controller must have had vibration. How to do it: Press R1 all the way down once, then right after that keep R1 pushed half way down. The vibration from the previous shot will push R1 down for the next shot, then the vibration from that shot will push R1 down for the next shot, and so on! Making you shoot really freaking fast!
