Its not that simple just plug-in the HDD .. with the SATA cable ..
to find your HDD .. on .. your PC .. click START .. them right click MYCOMPUTER ..
them MANAGE .. under STORAGE .. click DISK MANAGEMENT ..

Is the hard drive formatted to FAT32?

If your PS3 doesn't detect your hard drive it is probably in the format. It needs to be FAT32 I think, but note Windows won't format any drive any drive more than 32GB to FAT32.
