as you can see, to get the skull you must be level 70 and complete a challenge called "pr_marksman_ak47_4"

On this photo you can see that there is no challenge called "pr_marksman_ak47_4"
So after all this time we have found an answer to the skull.
Its not possible to get legit. So when you see some one with it, just feel free to call them a hacker!

I think that challenge might be included with an upcoming update OR possible in DLC, we never really know. Someone should sue him for false advertising over such a major corporation :p
