I'm not sure if there is a program or not out there but I can tell you what the program would consist of after playing for days.
Material I:
BMP Sphere 3D Scenery. The area around the map for the sky, and areas that you cannot reach but you can see.
Material Ia: BMP Image
This is just a playing image you can walk through or fall through.
Material Ib: BMP 3D Image
A confusing element to cause a object to be seen but not touched.
Material II: 3D "Hard" Image
An image that can be jumped on, walked on, stood on, crouched on and possibly proned on.
Material III: 3D "Half and Half" Image
An Image that cannot be touched in some places, but can be in others.
Material IV: Invisible Barrier
A barrier to prevent from venturing into a supposed non-accessible area.
Material V: BMP "Hard" Image
A barrier that prevents from venturing into a supposed non-accesible region or area, but has an image to create detail.
Material VI: Lens Flare
A lighting to create depth and/or more often symbolize the sun.
Material VII: Breakable Barrier
A barrier that can have a 3D visual and can be changed/moved (E.G. Glass)
Material VIII: Action Barrier
A barrier that can have an action. (e.g. Sloped Hill)
Precipitation:
To add dramatic mood to a map use snow, or rain.
Visual Effects:
Lightning, Nuke Explosion, Radiation. All of these are Visual Effects.
BMP Image Pattern:
A pattern to create a lanscape, road, wall, vehicle, or just objects in general.
