So the code is just this:

Then you just add to it, like so and put it at the end of your cfg patch:

When players join your lobby they will be infected then tell them to leave and go to split screen - turn on unlocks if any rank related infections - start the match and go back to multiplayer.

Obviously thats the basics but there isn't much more, apart from menus

Is there any way to give them to a certain person or at least toggle them on and off so anyone (RanDoMzz) cant unlock everything?

You could always password protect your lobby with CG'S clan tag password thing so only people with clan tag as ABC or whatever could join.
