You can't just decrypt the self. There's a lot more to it.

well guys i got a friend that did it .and im not making this up cause it wouldnt get me anywhere i can 100% gurantee u guys and if im lying they can ban me ,u need the ndprm keys in order to edit it,there is a part in the mp.self file where it checks the integrity of the patch
