After the menu is made and commands are placed. What would I have to do to get the aim assist and 24/7 UAV in start>options

When I generate the xml layout, what section of the patch does it go in?

How do I set it to tactical layout, do I just rename the B button to Melee and R stick to prone or w/e it reads on the patch.
