Most Probably because it was a custom ff
If the file is over 227kb as a PS3 Fast file or under 200kb then its a custom (high chance)
You cant convert custom ff's without messing up the patch anyway.
To edit custom ff's you need to get a decompiler (t_m_b's recommended), extract the rawfiles out of the patch, edit them then compile them back in
