I currently own black ops and absolutely love quickscoping and saw it is much easier in mw2 and caught my interest, is it worth getting today?

yes its definitely worthplaying there arent many noobtubers,lots of quickscopers and modded lobbies are rare unless your using patchblocker

Hacked lobbies are very rare unless you're bypassed or playing search and destroy.
It's the first game I'm going to buy when I get my Xbox.

I can speak for xbox and ps3.

Xbox hacks are virtually non existent from what I have seen so far.
I have seen 1 modded lobby and 3 guys with infections on ps3. There are more good lobby's than bad ones.

Couple of mixed opinions
One of my favorite modes is SND, is it a hacker hotspot?

alot of people will have infections so it will be harder playing the game
