Step 1. Enable Cheats.

You have to enable cheats to get the AT-4. In singleplayer main menu go to options and enable console save the settings and go back to main menu. Open console by pressing §-button. Write seta thereisacow 1337 and press enter. After that open console again and type spdevmap bog_a. This code should start loading the map bog. When the game starts after loading type any of these codes to console to test if the codes work:
-give all
-god
-noclip
-jump_height 1000
-cg_LaserForceOn 1
-player_sprintSpeedScale 12

Step 2. Changing Map

If the codes worked exit the bog map to main menu. In main menu go to mission select, act 1, Shock and Awe. Play the Shock and Awe map normally until you leave the helicopter. After you leave the helicopter open console and type give all. This gives you all the weapons of the map. Cycle trough them and there is AT-4.

edit: I just tried to open CoD4 SP for the first time (I think) and it doesn't even work when I click on it the hour glass comes up like its loading but nothing happens, so if anyone knows why tell me

You use FGM Javelin to blow up the tanks.
