No, You have to have someone with the EXACT infection of the cfg mod menu infect you first. It doesn't just magically appear!

Put The CFG Files on the root of the usb, then put your usb into your playstation in the right usb port(nearest to Eject Button) Get infected, go to splitscreen load a file save, turn playstaion unlocks on and start the match, Return To private match, DONE
