You mean like, be any level but have everything unlocked? I don't think it can be done, but I have seen people like rank 27 with everything unlocked, not sure how to do it myself.

Well, I can do it, but then when you quit the game it all disappears. Basically to get them to stay you need it to 'save', and to do that you need to prestige, but prestiging gets rid of them all so...
