You can call it but it doesn't stop the nuke. Also EMP is almost instant.

1: No, but if the Nuke is called in first, the EMP cannot cancel it out
2: An EMP lasts exactly 60 seconds

I also find it ironic that, after an enemy uses an EMP, you are told, via radio: "We have been EMP'd, our electronics are down!" The radio should also be disabled.
