Since you are going 10th prestige, dont you think that you would of figured this out by now. But anyway the answer is no.

Yes the challenge will be reset, so you need to get 10 nukes not 9

the challenge will be reset so if you have say 5 nukes of 10, then once you prestige you will need to get all 10 again. Those 5 won't stay
