Why cant u kill a Juggernaut with a stinger?

A Juggernaut is basically a person with a huge amount of armor. You cant lock on to people.. A Assault drone is a drone

Found out why? Juggernaut is a player, and assault drone is a vehicle. So stinger is vehicle lock only.
