yes they did, thats why you cannot edit configs on cod4 and cod5 but they load through gsc, but apart from that the command lines above are script menus, these load ingame to check if theres a valid menu, as soon as you hit, for example DPAD_UP it will load the script menu causing it to execute to another file, it may not be a config file though, there is a file for the command somewere just havnt had time to research into it.
ive done work with script menus before in the past, its just .menu file loading, its all apart of the engine.

they would do, if you check the outro credits for mw3 singleplayer treyarch were under 'a huge thanks' and 'developer', they helped encrypt and secure the game, its encrypted exactly the same as blackops but not done as well as it should of, sony also chucked a few files in to secure them aswell.
