I have searched all around and I have found nothing to give me concluding evidence of the official release date of the map packs.
Can someone Give Me a Link or something that states when these will drop for Non-Elite Members "As in you can buy it in the PSN Store" ?

When we get black box, you get the dlc with all 4 maps and 2 spec ops.
