I had the exact same problem.
They way in which i solved it is that i found out that my router was blocking port 80.
All you have to do is too go into your router settings and change it to allow traffic from the xbox to be on port 80 and then MW3 will work.
If not just turn your xbox off and restart your router. That could also solve the problem

in the box type "cmd" and press return
you will now get a black box up (a dos box)
type "ipconfig" and press return
the routers address will be the default gateway address

Go to start then type cmd, it will be in the list open it, then type ipconfig then hit enter. Search the number it gives you for default gateway in the adress bar of your internet browser. you are now in your router settings.

This is what I did...fixed it right away.

To reset my router all I had to do was hit the reset button on it.
