First off - Mind Control: Generally associated with "brainwashing" of some sorts when it comes to warfare. Basically try and control the human mind in such a way that the person becomes incapable of using reasoning abilities and will just follow orders. Something like what the movie "Universal Soldier" potrayed. So if you think of an army that has been subjected to some sort of mind-control techniques the next thing would be to have the ability to control such an army from a distance. This is where HAARP comes into play.

HAARP (High Frequency Active Auroral Research Program),One of the potential uses of HAARP could (have been? ... is? ... I'm not sure) be for enhanced communication purposes. Now we know that there are limitations for communication signals to be relayed far and across the globe. With HAARP you could potentially create "cavities" in the ionospheric layer that would basically bounce signals back and forth within this cavity to have the message relayed across the globe.

So now if you put the concept of Mind Control and HAARP together, it would basically give you a "brainwashed" army only capable of obeying orders that you can control from anywhere on the planet.

Trying to put this in terms of Shi No Numa ..... the element 115 could possibly have been used to create this sort of "brainwashed" army with the HAARP being used to control this army.

Now I may get a bit technical here so bare with me. From what I read about the HAARP, it is used to send out low frequency signals in an “on” and “off” form – something like the morse code …. dots and dashes.

Part A is the piece that sounds like the HAARP sound but if you look at the frequency of the waves it is well above 5K (around both A and B). The lower frequency spectrums on both those marked sections does not match the spectrum on the HAARP signal you see on the above page. I can’t show you the comparison here but I did compare it in the audio editing software. Also towards the end of that transmission (section B) you hear a similar fading noise ….. something like a machine was being shutoff. So that would mean that part A would have to be starting up of the machine. Now since the HAARP is used for low frequency communication, I don’t see how or why it would be turned on or off for that short duration.

The other interesting thing is that the first (robotic) voice that reads the set of numbers at the start and the end. If you listen to that transmission, part A starts just before that voice finishes reading the first numbers and part B begins just before the second set of numbers is read. So I guess that the first voice is not a part of the transmission itself but some sort of machine recorded voice to read coordinates and tuning into the transmission itself in between ….. if any of that makes sense lol.

So I think with some certainty I can say that the sound you hear is not from the HAARP.
