Yes. Elite isnt locked to system, I'm sure you can link any account to your elite account if you added this.

So do you have to be elite to use this because I don't have an elite account just normal one
with the maps that came with the games never bought anything for MW3 so would it make me
elite if I buy this off you let me know thanks in advance.

No, you need a premium elite membership in order to use this.
