Sounds like it might be broke the light should dim them turn white. But your best bet is to ring sony unless you get lucky and someone on here has had the same problem.

Try booting into recovery mode and re installing the firmware. Maybe that'll work?

Ah this has happen to me before when I first got my Ps4 on launch day. What I did was hold the power button and wait till it beeped once or twice I don't really remember and then after 5 seconds I unplugged the power cord from the PS4 and everything else connected such as the HDMI cable after I made sure the system turned off. After 30 seconds or so I replugged everything back in and it sent me back to the initial setup but once I got to the main menu I did a system recovery/format to make sure I didn't corrupt anything in the initial set up. I don't remember the exacts steps as this was about 4 months ago but in the end it worked for me.
I'm pretty sure the PS4 light isn't broken but since you got it within the month if nothing works out for you, you can always return it to the reseller via the warranty.
