For Example

I want to pre order destiny, I purchase an $20 psn card, can I go into the psn store and pre-order it and pay off the rest before release?

Im assuming your interested in this for the Beta access? You are able to pre order as long as you have a credit card saved on your account and have Automatic Funding enabled. You wont be charged until 2 days before the release. This means you could pre order without cash. You only need to have the funds available before release date.

that is wrong. i have preorder alot using psn. and they take the funds out that same day or the next day. they do not wait till the game comes out.

You have to pay in full even if the funds are coming from your wallet. As they take the money that day from you.
