No, assuming what you're looking for is a jailbreak or something the like, not going to happen on the Ps4 for a very long time i can tell you that now.
If you mean modify, then you can self modify things like backgrounds, colour of your console etc.

If you want to jailbreak then i reccomend getting a Ps3 for that, but, that even could be on its way out with Sony's new updates rumoured and so forth.

But i could be wrong and if i am I'm sure i'll be corrected soon enough.

I just paid today a guy he goes on my accound and unlocked all emblems en give me some gear.
So there are mods, but i cant ask him because he earns money from it.. Hehe

Yeah he does that on a jailbroken PS3 on your account.

like alt said its dont on the ps3 then its transferred to the ps4. there are no hacks for the ps4.
