Yeah you can,
just go on your friends account, then go on settings then activate as primary ps4 (bearing in mind that he/she has to deactivate first) then done.
Or vice versa if you want to give him/her a game.

I don't think you can. I think you have to keep the account on your PS4.

Nope!

Due to DRM you have to keep that account on your PS4
