Are you asking if you can transfer games from PS3 to PS4, yeah it's possible.

For example GTA 5 you can transfer from PS3 to PS4.

your online progress its possible like you said gta5 cod aw and ghosts but what im asking is your story or offline that saved in the save deta

You can't take over your offline (single player) saved data to PS4, not sure with every game. I know you can't do this with GTA 5. Also you can't upload saved data to PS4 since it's not possible right now

If the developers do allow it, however I don't think so it will be a thing for the popular games such as GTA 5 etc since the PS3 is Jailbroken people would just modify their stats and continue playing on PS4 so I don't think It'll be possible
