Basically you need to send them a money order or what ever it's called in the uk for £5. Once they get it they will lift your ban.

Consider contacting Sony Playstation support via a phone, so you can speak to a representative personally... Once you get through, ask them if this email is real and not a phishing email. Also, if they says it's real consider sorting it on the phone. Only saying since, there are people that do send phising emails, like from PayPal saying: "Your account is limited...". Just look this up on Google to see for yourself.

I highly think someones trying to Social Engineer. You should contact PSN which Helping-Hand has stated. I wouldn't give them 5$ on a account which is really weird.
