Maybe, maybe not. Near "future" we're talking about years from now. Modding is a 45% coming up to PS4. In conclusion, there is a chance, but I highly doubt it will happen soon.

Just get it for PS3, because even if jailbreak was close to coming to PS4, there'd be a whole ton of development needing to be done for you to be able to go online, much less mod the PS4 games. More than likely the tools would cost even more, maybe $40. You'll see save resigning before PS4 jailbreak, imo.

Do you mean could you mod a game on an old gen, then transfer it to the new gen? If so, yes, but if that's not whay you mean. Please go more in depth with your question.

Is it possible to modify gta5 to play on PS3 with next gen. content. I didn't think so but my friend wanted me to ask.

Maybe through porting code, but that'd be way too advanced and would run like shit on last gen.
