i need help with this as i am completely lossed, i know someone out there knows what this means please help !!!

Are you connected to the internet via a router or directly through your providers modem? If you are using a router you'll need to open the port in the routers administration console.
If you check the manufacturers website you should be able to find information on doing exactly this.
If you are connected directly to the internet not through a router then you may need to open the port via Windows Firewall or some other AV/Firewall product.

Also if that doesn't work, to get a larger range of connections to other people downloading you could go onto the utorrent toolbar>options>preferences>advanced>net.max_halfopen and change it to like 100 :y:

This. I used to have the same problem as you (though not as bad as .8kb/s lol) and port forwarding helped my overall download speed ALOT. Really do give this a try.

No offence but you copied that straight out of google :L mainly because ive read that on about 4 websitesd ive checked and still makes no sense to me

when i click on my router it tells me i need to buy a program at $30, i was kinda looking for a way to fix it myself with no cost

When your in the console there should be information telling you how to open or forward the port... what's so hard about that?

Ive done all that more than once but when i check it in utorrent again it still sais the sme as it did before :/

okay ive done that twice now but still get the same error

Ha I fell for that the first time, Look up in the right hand corner of the page when you see that and there will be a skip advertisement option I can assure you you don't need to pay to do this.
Here is a screen shot of where you need to click if you are unsure.

haa yeh i seen that right after i posted that, i done it but still the same error , then did it again and got the same error but ive noticed something my ip used to be 192.168..... but now its a weird number 86.29 ..... and i dont understand why , that doesint seem rigt for my static ip? is it?
