It disables the ability to do something about it.
Given that in a bigger perspective, say Country A wants to do something to Country B.
Simply attacking Country B head on can result in casualties right off the back. A DDoS attack can be seen as an emp. It cuts of/burdens Country B's ability to fight back.
La-mans' term, it's a +1 to get an advantage of the other party.
