I really need to get this fixed, Do i need a program to do it or get my files updated

When you put the game disc in, go into my computer. Is it showing that you have a cd in the cd drive, or is it not reading it?

If you give me that information we can go from there.

It shows up as ROMETOTALWARGOLD () if thats what you mean

Well it's picking up that the CD is in.

Is this game a legit game or a copy? If it's legit then hopefully doing the following should sort it.

1st test, try another cd (music, dvd video) anything, and make sure that works ok. If this doesn't work then it's a CD/DVD drive fault, so you would need to look at replacing it.

2nd test, if the first was ok, uninstall the game completely and then re-install it and try running the game. When installing select the typical install and not the custom as if you did custom you might have accidentally told the game not to look at the CD for information and instead somewhere local.

If the copy isn't legit then it might not have all the files needed. It's not always that copied games get done right, so you could test it on another machine, but you might be out of luck.
