depends on what game it is also what type of encryption it has depend on what you want to try to do and if your trying to mod a games saved data

It really depends, Are you planning on doing it yourself or using someone else s program? Seeing as it is on the PC every game has hacks to download. The main problem is anti-cheater programs such as punkbuster, but many games have the option to use different servers (modded v unmodded)
