You can compress and encrypt a file using Winrar to require a password. You can also encrypt a file but the other person will have to have the same method to decrypt.

If you are asking so that when they run the .exe it prompts for a password, that would involve encryption and binding; problems with that would include loss of data if the encryption method isn't stable.

You could create a program that asks you for a password, and if the password is correct, the program that you want to open will be executed. Use Microsoft Visual C# to create programs. Of course, you have to learn C# first to know how to create a program.
