There is a tutorial on how to make your own screensnapping website on NGU, created by Lovol. Also, no need to have a domain rented as you can use free hosting websites (some are unlimited MBS) and to make domain simple, put it as a .tk or buy a .com for like 5$. As for a database to show images and such, learn some basic HTML knowledge and it's better off learning than having to pay (not trying to bash on this thread, but it's true).
