You probably need 3rd party software to do that, try display fusion.

I assume you mean a 2nd monitor? After connecting your 2nd monitor to your PC, hold the windows key and press P and chose the extend option. This will duplicate your desktop background and extend your task bar to your 2nd monitor.

Alright so right click your task bar and make sure to enable the checkbox show taskbar on all displays.
