Does it say 8gb in task manager? it could be either a bad ram stick or slot, also is it 1 ram stick or 2 ram sticks? 2x4gb?

Check that each ram module works. Same with each ram slot.
Generally I would take all but 1 stick out and see if it still reads the ram module. Then try the next slot with a known ram module to test each slot. Once you confirm they all work start going through each stick.

I checked and it says 8gb (3.45 GB usable)

I switched them and when I check bios it shows both of them working but still only uses 3.45gb

I tried each stick individually RESULTS: Stick 1, Booted PC no problem all 4gb recognized but windows only used 3.45gb Sick 2: PC booted but stayed on a blank screen. Is Stick 2 dead? Can I use a 4gb stick with the 4gb I got from the 8gb kit?

You are stating 2 different things. Both of which have nothing to do with one another. BIOS sees 8 which means both ram sticks work.

You installed a 32bit version of windows. 32bit can only address 3.5GB's of memory. Install a 64bit OS and problem solved.
