Try and get iStat Pro for Windows. I am a Mac User but I believe there is a identical alternative to that.

I would highly suggest Rainmeter as it allows you to customise your desktop and add things such as
-CPU usage
-RAM usage
Time/Date
-Music player
-Network activity
-Drives
-Launchers for folder and programs
And much more.
Here is an example of what you can do.

Well Really all you can do is download a program to measure how many watts you use an hour... Then you yourself would have to find out how much your electric company charges then multiply that by how many watts you use.....
