I had 250$ but they reduced it to 120$ and reduced my payout to 0.015 cent per click rather than 3 cent.

They kept mine the same and lowered mine to $0.015 too. Is it safe to cash it?

Maybe, maybe not. The worst they can do is not give you the money and you didn't do much to get it so you might as well try cash out.
