I would try the restore first, then if all else fails then reinstall the entire OS.

Did it work before? Or is it just happening all of the sudden? If you never really encountered this before it's most likely Windows being windows and a clean install should do the trick. If it refuses to work then you may want to look into hardware issues such as a failing disk.

Can you boot into safe mode, and what are the specs of this machine?

But try to restore if you can.

Hmm, so you can boot into safe mode but not into the OS.

Software conflict me thinks.

Try to disable every start-up program that isn't important. Like literally everything except for the ones your PC needs to run. Boot up again, if that doesn't work do a system restore through safe mode. (Or use the CMD by opening the CMD (Admin) and type: %systemroot%\system32\restore\rstrui.exe)

If this still doesn't work. Open up your PC (if possible) and take the Ram sticks and switch them around. If you have 2 try to boot up with only one as well.

Do a full wipe and then restore it once more, full install. When it installs, try rebooting the computer a couple of time then install the updates.

If the problems occur after the updates then there is a problem with the updates installing, if not then maybe your disc is bad or it's hardware.
