I've seen on TV on the CSI crap that enhances the footage which is bull.
I'll be getting some footage soon and I was wondering if there is a program that could help me enhance or at least make out clearly a license plate.
I have no clue where to start. Any help would be appreciated. Would photoshop help? (I have no experience on photoshop)
