There are a few different ways, such as cracking the SAM file, using a backtrack live CD.
There are also other ways, the majority of them requiring live CD's.
I'll just look into a few methods for you! Smile

Just found a program that I used a while back.
I've haven't tested it on Vista, only on XP and 7, but here you go:
You must login or register to view this content.
The program is called konboot, it can bypass all sorts of passwords, on windows and Linux systems, enjoy!
You can boot kpn-Boot from a CD, or burn the ISO to a USB, so you can then boot from that USB.
ISO to USB program called unetbootin, good luck: You must login or register to view this content.

OVER 9000!
You can use You must login or register to view this content. if you need to crack the password.

If you only care about files, and just want to back them up then re-install windows you can burn a linux live CD and go from there (I'll explain it more if you want).

Kon-Boot and backtrack are both free! and you don't have to format the hard drive to run them =D
And, as Golagoda said, you can boot from a Linux Live CD to access the hard drive in order to backup the files.
If you aren't familiar with linux, I recommend Ubuntu or Linux Mint.
Ubuntu: You must login or register to view this content. - I prefer 10.04, but you can get the latest 11.10 version if you want.
On that page, ^ are the instructions for setting up and booting from a live CD or USB.
You don't need to format your hard drive either.
