well many users want to spend money on paypal but they dont meet the requirements to such as a bank account or credit card with this you can just go straight to spending money without either

it asks for credit card but you dont need it to spend money

what part doesnt work? i never said anything about validation. To validate your account you need a credit card or bank account. To spend money you dont need either.
