Now, is this starting rate such as 1st month = the 2 dollars then you go back to the standard 4-7 dollars a month or is this a continuous monthly payment until you miss a payment or wish to upgrade?

You pay by years, not months.

So if you lock it down for 5 years then you pay 2 dollars a year.

But if you go year by year then you pay the original rates.
