Fix': Whining:
Whining there really is no fix for some games will there are by enabling vsync which usual helps with screen flickering as well.
Flickering:
Next the screen flickering some think is either a memory issue from manufacturers depending on what type of memory is used and what the bios settings for 2d and 3d clock speeds are ive found just enabling vsync gets rid of this as well. Another thing to try if you know a CCC version that doesn't do it on go back to it until they come out with one that works for your pc setup.
Overclocking:
Depending on the model that you have you can easily reach 1000mhz on the core with default voltages if your not comfortable touching them leave them it can and will damage the board at some point of the components.
When testing first start off by 20mhz and keep going up till the point of either seeing what looks like missing colors pixaltion. then go back down by 30mhz this seems to work best for me it may not for you we do not have the same systems or the same components inside the parts all the time so it may vary.Some of the 7950 models are overvolted for the core clock speed which can be an issue or just clock it to where it should be at or under volt it you could flash the bios as well to fix this if you dont like using software to do it. Software will always be safer but not always the best it can overvolt but your not screwed if the flash fails or if the gpu just doesnt like it.
Temps:
Airflow simple as that,make sure the case airflow is supporting the type of gpu and cpu fans that you have if your gpu fan is a blower arrange the fans accordingly.IF all fails set fan speed higher on the gpu or cpu or underclock where its at for a safe temp. Temps for case's will very

its not whining from fan noise its from the resistors transferring electricity or the psu its self doing it and you cant rma for it as its not defective its an issue with the psu not liking the way power is distributed on the card the higher the frames the louder and worse due to the power output updated the thread with a video explaining this better
what case do you have? maybe if its big and good you can put some noise dampning foam in there i had to do that before it will raise your temps but you just got to do a less agressive overclock

like i mentioned airflow is key in any case way my setup is im maxing out at 71c on every game with a overclock at 1100mhz on my 7950 at 1.37 on voltage
i know airflow is good but if you have a case a small layer of noise dampning foam could help u eliminate the buzzing noise put it over empty fan slots on the side.
