You're better off building a machine for that money instead of buying one pre-built. You'd get a much better value for your money and you'd be getting an overall better machine.

You should be able to play the game on that machine I believe. Not sure about max settings, but high should suffice.

Did it already, Worked perfectly. Don't quite understand the game but it's there incase any of my friends begin to play in the future.

There is literally no reason to pirate dota 2 given the amount of invites floating around ( if you get an invite on steam you'll soon understand why). Anyway my brother has the i3 equivalent to that computer and high is really as far as it will go, at ~40FPS. I imagine that it would be very similar with your computer too.
