This does not sound legit, it sounds like a virus to me. I've done some research for you and found some steps you can take to possibly remove this:

You'll need MalwareBytes anti-malware and Malwarebytes Chameleon.

1. Download Malwarebytes Chameleon. This is a verified legit anti-malware program and will get rid of most rogues and ware like this (Its database is updated like twice a day).

2. Make sure the pc is hooked up to the internet, and go to the installation folder of Malwarebytes Chameleon. You should see a file in there called "svchost.exe". Right click on it and run it as administrator. You should see an MSDOS/CMD window popup with instructions on it. Follow the instructions given through the black command prompt window.

3. MalwareBytes will update, and it will now try to kill malicious processes that may be blocking the site(s).

4. MalwareBytes will now automatically open, and preform a quick scan. Let it proceed.

5. Once the scan is complete, click OK to go to the quarantine tab. Make sure all the boxes are clicked (These are the viruses), and click the remove selected button.

6. Restart your computer and you should be back and running.

Hope I helped.

Ask one of your friends to download a anti-virus software, put it onto a USB, and install it through the USB. I doubt that if you can get onto youtube, you'd be able to get onto a anti-virus website, best of luck. If all else fails, take it in-store let the experts take a look. Be prepared to pay a price though.

Run Malware Bytes and see if that gets rid of it, if not there's another antivirus that runs a deeper scan but it's name escapes me right now I'll update my post with it when I remember the name. If worst comes to worst though. Format and Re-install and tell you bro not to touch your fucking PC.
