kbps stands for Kilobytes per second.
1024kb = 1mb of data. What you are stating is 4mb per second.
Now, what you pay for is UP to 5; that doesn't mean you will get it. It all depends on your signal, the towers, interference, etc.
If you are downloading content such as apps, they tend to cap the limit so you may get 4mb but in actuality when downloading the apps or other programs and videos; they may only allot you .5mb meaning, your company is giving you what you deserve but what you are downloading isn't permitting that fast of speeds.
It's much like a uTorrent; you can modify the maximum upload/download. I can set my download to only download 300kb a second and then take it down to 30kb a second. I can go all the way up to 300 but now I'm limited to only 30kb.
