Best is a funny word to use because best is subjective. Best doesn't even specify in which way the OS needs to be 'best'. I guess...

For the wealth of applications, Windows.
For a frankly limiting level of ease of use, OSX.
For a confusing but potentially rewarding experience, Linux. But not Ubuntu as You must login or register to view this content.. Fedora, Debian, Mint and some others are all better options. Of these Mint is the most 'user-friendly'.

I use Windows 8 but solely due to the still lacking gaming support for Linux. That appears to be changing though so I'll be switching it up soon enough.

i use windows 8, i'm happy with it, i only use it to come here, check emails and use xploder and download stuff, if xploder worked on linux i'd give it a try Winky Winky

I prefer using Windows for both stability and the assortment of software. Plus it is not a restricted OS.

OSX is great for the fact that it is highly stable and user friendly, it just has too many limitations for me. I find it great for graphic software and other things of the sort since most of the builds are designed for that system and are then ported to Windows.

Linux for versatility, though it still lacks in areas that are covered by Windows.

I use Windows 8, I have started to customize it a bit though I have learned of its limitations. I've made the loadup screen and the sliders do crazy awesome animations but when returning after it completes, it had a 10% chance of crashing and forcing a hard reboot. :/

I wasn't expecting to lose some of my data with Windows 8.1, which was retarded, but oh well. My work is now reset.

I'm probably going to start working more with Linux as I get further into C++ and start working with Java more often as well as I plan on moving away from C#.

I'm a god.
None of them are the 'best' it all comes down to what you prefer, but for a good stable windows I would recommend windows 7. Then there is Linux distros which is made for the more advanced users, so I wouldn't recommend that. But like I said, it all comes down to your standards.
