I'd pick as it has a stronger CPU, but at your budget I'd build as you could get a pentium and a 7770 which would be pretty good for a entry level rig.

I'd go with the i3, it performs better overall and the hard drive has 7200 rpm so it'll load your games better.

I'd go with B, although they both have Windows 8
