Recently I have encountered a problem with copying large files to an external hard drive as Windows slowed down from around 20mb/s copy speed to just 4mb/s.. to speed it back up without it happening again follow these steps.
1) Start
2) Control Panel
3) Hardware and Sound
4) Device Manager (It will bring up a new window for Device Manager)
5) Be sure to have your USB or EXT Hard Drive plugged in
6) Click on the '

isk Drives' sub menu
7) Select your USB or Ext HDD

Right click - Properties
9) Click 'Policies' tab
10) Select the 'Better Performance' option
This will allow you to speed up the process of copying larger files, if your PC has unexpectedly started slowing down
