UNLIMITED CASH ON MANAGER MODE
It is patched although there's a way round it.
1. Delete your Game Data
2. Load up fifa & refuse the update
3. Start Manager Mode
4. Loan a player in or our
5. Put all your transfer budget into your wages so it looks like 0-100
6. Cancel the Loan Deal
7. Put your budget to 40-60
8. Save the game
9. Quit the game and do the update
Doing this, you won't have the new transfers so whatever transfer you want you will have to do it manually.
